UK-EU sanitary and phytosanitary agreement
At the UK-EU summit on 19 May, the UK and EU announced that agreement had been reached to start negotiations on a common Sanitary and Phytosanitary (SPS) area with the UK's biggest market, with the stated aim of reducing costs, removing red tape and minimising delays at the borders.
An SPS agreement includes those measures aimed at the protection of human and animal health from certain risks. The new agreement will include the movement of thoroughbreds for racing, breeding and bloodstock sales between Britain and the EU, with the aim of reaching a consensus on common health standards, meaning that Export Health Certificates (EHCs) or physical checks of equines for cross border movements will be reviewed and may no longer be required.
Defra and the APHA have agreed to move swiftly towards detailed negotiations with their EU counterparts and want businesses to feel the benefit as soon as possible. In the meantime, breeders must comply with all existing requirements and controls, including health certification and border target operating model (BTOM) measures. Customs and rules of origin requirements will not be included in this agreement and must continue to be adhered to.
